UK Councils Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

Based on a recent poll of local authorities, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that 60% of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling public land and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

The group noted that a high proportion of authorities attempting to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would prioritise restructuring services and using savings to weather growing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in Kent said its property management strategy included the sale of a retail complex in a local town and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the plan.

Local Levy Increases and Wider Fiscal Strains

This research of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to raise council taxes next April to address the rising cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and cost efficiency,” stated a council leader.

He continued: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

Research of county councils this week further found local finances being strained by the growing number of young people and adults needing Send support.

The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the latest IMD measures,” noted the report.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the extent of challenges confronting municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and need,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study revealed.
